GPluginPluginInfo

I left this as PurplePluginInfo because right now purple3 hides any plugins that don't have PurplePluginInfo in their ancestry. I'm fine saying something like GPluginPluginInfo or a subclass but the problem with that is due to the way the docs are linked I can't reference/link the subclasses in the libpurple docs.

So... thoughts?
