Description

This was moved into the main display window awhile ago, but this hadn't been
removed yet.

Testing Done

Ran with the turtles and verified the menu item and dialog was gone.

No, it was added in pidgin 3.0 (per the function annotation) so it was never actually released.

yes, we haven't found a new place for the menus that plugins themselves create yet. So that's what is in that menu now.
