Remove GTK3 support

We no longer have any GTK3 consumers so there's no reason to keep this code around.

Change Summary:
Fix fedora and replace fedora 34 with 36. The debian packaging is still busted, but it was broken before this change anyways. I'll figure that problem out later as it's really not related to any of this.
