Create a new standalone info pane widget

This currently doesn't support the following options: * protocol icons * emblems like mobile, etc * buddy status's * editing topics There is also an issue where the avatar will cause it to grow larger than an infopane without an avatar.
Ran locally, verified it works are currently intended with chats, buddies, and non-buddies.
