Add a Fedora MinGW cross build file, and required subprojects

You can build this with:
meson setup --cross-file /usr/share/mingw/toolchain-ming64.meson --cross-file scripts/fedora-mingw.iniThis doesn't have the third-party subproject flag that we discussed yet.
Compiled with above setup, and ran tests (which are not yet passing.)
