Description

Note that this only ports the prefs that are in libpurple. The Pidgin ones
aren't used right now, and we should at some point decide on whether to keep
them, but for now the binding is just commented out.

Testing Done

Opened Preferences, and didn't see any warning about unknown (purple) prefs.

Also toggled the usable prefs and confirmed they were in pidgin3.ini.
