This was accomplished by created a `purple_api_major_version` which is now used
for pkg-config names, gir namespace versions, and other stuff.

Built in a clean build directory, called in the turtles, and ran from the devenv without issue. I also tried to verify the paths in the about window, but not sure if I saw everything.
