If a menu is non null, a GtkMenuButton will be displayed on hover or if the
item is selected.

Testing Done

Verified the plugins menu worked.

I tried to get an hovered screenshot, but that didn't work. Similarly I couldn't get one with the menu open because that grabs the pointer.
